Throat-Slasher Handed 30-Year Sentence

A 32-year-old man was sentenced Monday for abducting a boy and slashing his throat last summer.

Frank Milligan was sentenced to 30 years in prison by a judge in Salem.

Milligan pleaded guilty in July to attempted murder, kidnapping, sodomy and sexual abuse charges.

According to KOIN 6 News, the judge told the defendant that he was not being sentenced for rehabilitation, but to protect the community.

The young victim was in court for the trial and sentencing. Milligan was accused of luring the boy from a Dallas park after offering to pay him $100 for yard work. Investigators say that he drove the boy about 40 miles away and attempted to fondle him. The boy resisted, and Milligan allegedly slashed a 5-inch cut in the boy's throat.

Police say that Milligan then threw the boy out of the car and left him for dead in a rural Marion County field.

The victim survived the attack, and was later found by a family as he was trying to hitchhike along a rural road.

When the attack occurred, Milligan was out on bail after being charged with sodomy and sex abuse, after a separate attack on a Seaside boy.
